Low-Carbon Sustainable Homeland Operation system and Management and Evaluation Program for Pingtung County in 2017

Absrtact
The project aimed to assist Pingtung County towards the goals of low-carbon urban and rural development. The project team helped townships, villages, and communities in Pingtung County participate in EPA's Low Carbon and Sustainable Homeland Certification program. Thus, the county could follow the central government's policies and improve the county’s performance on the Low Carbon and Sustainable Homeland Certification program in accordance with the county’s objectives. The results of the work of the year were summarized as follows: 1. Low-carbon sustainable homeland related works: collected 22 low-carbon related projects in Pingtung County; held 2 consultation meetings regarding resource recycling, and completed reviews for 4 resource recycling projects; held 2 cross unit meetings regarding the county's greenhouse gas reduction strategies, revised Low-carbon Urban and Rural Self-governance Articles (draft), and collected application documents for Low Carbon and Sustainable Homeland bronze level; set a target of 30% carbon emissions reduction from 2013 levels by 2030 (10% from usage reduction and 20% from renewable energy use), and developed 65 reduction strategies; completed 2018 Pingtung County Low-carbon Urban and Rural White Paper. 2. Low Carbon and Sustainable Homeland Certification program related works: assisted 44 villages in participating in the program and achieved nomination level, assisted 5 townships and 11 villages in submitting application documents for copper level (3 townships, Hengchun, Wanluan and Chunri, and 9 villages received copper level certification), and assisted site survey at 6 townships or villages to help the townships and villages maintain their copper level certification. 3. Counseling for communities: The project assisted 6 communities, Huxi, Jiadong, Dili, Shezhong, Donghai, and Chaocuo, with the development of low carbon sustainable homeland in accordance with their current conditions and plans. The project also selected 2 core communities and their 5 neighboring communities to develop low carbon sustainable homeland. Wanluan would promote low-carbon sustainable tourism. Yanpu would promote the recycling of kitchen waste and agricultural waste. It is estimated that annual carbon emission reduction will be 22,887 kgCO2e-. 4. Conducted greenhouse gas inventory related works in cooperation with EPA: Annual emissions in Pingtung County between 2009 and 2015 ranged from 4.3718 million tonnes to 4.8711 million tonnes. Residential and commercial areas, agriculture, forestry, fishery, and animal husbandry accounted for 32.02%, industrial energy and industrial process accounted for 30.98%, and transportation accounted for 30.25%. 5. Low-carbon sustainable homeland education activities: 6 seminars or observation tours regarding low-carbon sustainable homeland were conducted. Participants included the public and the representatives from townships and villages. In addition, the project used roll-up-banners and media to show the related achievements of Pingtung County and to enhance public awareness of low-carbon development.
